Hogg, of 1604 Meadowview Lane, along with a number of other <br /> <br />citizens, appeared before Council and requested the enactment by Council of a <br /> <br />"Dog Leash Law" or ordinance. After some discussion, in which City Attorney David <br /> <br />B. Worthy advised Council that State statutes permit--but do not require--an <br /> <br />advisory referendum as to whether a local governmental jurisdiction shall (or <br /> <br />shall not) enact such an ordinance, (upon motion, duly seconded and unanimously <br /> <br />carried) Council directed that such an advisory referendum be conducted <br /> <br />coincident with the next councilmanic election scheduled for May of 1976. <br /> <br />In connection with a proposed agreement between the City of Martinsville and <br /> <br />the Virginia State Office of Emergency Services, covering the period July 1, <br /> <br />1975 to June 30, 1976 and pertaining to Insta-Phone facilities, upon motion <br /> <br />(duly seconded and unanimously carried), Council resolved that it accepts the <br /> <br />terms and conditions of said proposed agreement, with authorization given to <br /> <br />City Manager Noland to execute said agreement on behalf of the City of Martinsville. <br /> <br />Upon City Manager Noland's recommendation, Council unanimously authorized <br /> <br />construction (as requested by The Lester Group), on a shared-cost basis, of <br /> <br />.~.'"_.__.._..----'-'-_.._...._-".,-_.._- <br />
