G4 TUESDAY OCTOBER 14, 1975 of like nature, Council unanimously adopted the following ordinance amending Section 11-18 (Fireworks) of the City Code, whereby--under certain circumstances and with the permission of the City Manager--the storing, exhibiting, selling, shooting and/or exploding of certain fireworks or firecrackers will be permitted: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting held this fourteenth day of October, 1975, that Section 11-18 of the Code of the City of Martinsville, Virginia (1971, and as amended), be and is hereby amended to read as follows: It shall be unlawful for any person, without the written permission of the City Manager, to possess, store, exhibit, sell, shoot or explode any firecrackers, cherry bombs, Roman candles, torpedoes or other type of fireworks within the City of Martinsville. The permission of the City Manager shall be granted only upon a written application therefor, and only in connection with the public observance of national, state or local holidays, or in connection with the public commemoration of historical events of national, state or local significance, and only if the City Manager shall be satisified that the granting of such permission shall not endanger the public health, safety or welfare. BE IT FURTHER ORDAINED by said Council that an emergency exists and that the effective date of this ordinance shall be October 14, 1975. Pursuant to request of Mrs. J. W. (Sallie M.) Clark, in connection with her acting as a charitable organization entitled "City Beautiful", as authorized by Council on April 22, 1975, Council agreed to provide a designated telephone in City Hall through which official business calls may be received for Mrs. Clark and, also, to include Mrs. Clark under the City's workmen's compensation or liability insurance provisions, if such is possible.
