<br />~ <br />...) <br /> <br />TUESDAY <br /> <br />SEPTEMBER 9, 1975 <br /> <br />I can decide if the proposed zoning is consistent with the 1995 Land-Use <br />Plan, it is necessary that I understand the meaning of the recommended <br />Land Use of the property; specifically, what is the definition of <br />Open Space Transitional? <br /> <br />Mr. Barnes gave his definition of "open space transitional" to <br />Council at the Public Hearing. Barnes stated, "In projecting proposed <br />Land Use activities to support a population base for the target <br />year 1995, the twenty-year projected plan, there will be so many <br />areas of single-family residential use needed, so may acres of <br />commercial activity, so many acres of industrial activity. And <br />this is not an exact science, but we have projected what these <br />land use activities should be, to support a projected population base <br />for the year 1995. Now, once we do that, and we include in that <br />permanent open space, we have some residue that's left over and <br />we have no category for this. So, we call this a transitional <br />open space. And in the continuing process, when we periodically <br />look at this plan, and say, well, has something drastically <br />changed in Martinsville--has a high growth industry come to <br />Martinsville and maybe we will need more high density <br />residential land use categories, and maybe we will need more <br />intensified industrial categories, then we will update and <br />change this plan." <br /> <br />At the meeting of the Planning Commission on Tuesday, <br />September 2nd, Jack Sapp, a member of the Planning Commission, <br />explained that he made his decision based on the following <br />definition of Open Space Transitional, which is different <br />than the definition given to Council by Mr. Barnes: "Another <br />open space use that is of particular importance in Martinsville <br />consists of vacant land upon which it would not be economical <br />to construct facilities for the other land-use types. This <br />definition would include lands where topography, soils, <br />geologic conditions, and in some cases adjacent uses, would <br />limit the capability of a site for a particular use. Although <br />in some cases open space provided by the plan appears to exceed <br />that required by standards, the excess land usually is composed <br />of the unbuildable land as defined above." <br /> <br />Mayor Boaz. Vice-Mayor Hobson, and I attended the September 2nd <br />Planning Commission meeting because we were concerned that the <br />City Council and the Planning Commission were using different <br />facts as the basis for the same issue. Mr. Sapp asked me if <br />his definition of open space transitional was the same definition <br />presented to Council by Mr. Barnes at the Public Hearing. I <br />answered no. Mr. Irving McGhee answered no. Yet the Planning <br />Commission refused to listen to the tape of the Public Hearing; in <br />effect, refusing to discuss the issue. <br />
