<br />f" <br />~ <br /> <br />THURSDAY <br /> <br />JUNE 19, 1975 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Thursday, June 19, 1975, <br /> <br />in the Circuit Courtroom of City Hall, beginning at 7:30 P.M., for the purpose <br /> <br />of conducting a public hearing on a proposed budget for the City of Martinsville <br /> <br />for the fiscal year ending June 30, 1976, synopsis of said proposed budget <br /> <br />having been duly published. All members of Council were present, viz., <br /> <br />,- <br /> <br />Harry L. Boaz, ~layor; William D. Hobson, Vice Mayor; G. S. Fitz-Hugh, Jr.; <br /> <br />Barry A. Greene; and Morton W. Lester. <br /> <br />Before opening the meeting to the citizens present for comments, Mayor Boaz <br /> <br />stated the purpose of the meeting and then called on members of Council and <br /> <br />on City Manager Noland for any statements they wished to make. Councilman <br /> <br />Greene read a prepared statement in which he set forth certain "background" <br /> <br />information pertaining to the preparation of the proposed 1975-76 budget and, <br /> <br />also, the services local citizens enjoy and the favorable cost of these <br /> <br />services compared with like services and the cost thereof in other Virginia <br /> <br />jurisdictions. Councilman Greene pointed out, too, that as a result of recent <br /> <br />property valuation adjustments the proposed budget (which was balanced) is now <br /> <br />,- <br /> <br />out of balance and, consequently, in his opinion, the Council now has the choice <br /> <br />of three alternatives or a combination of same, as follows: <br /> <br />(a) Require the City Administration to make personnel reductions <br />(in addition to reductions already made); <br />(b) Retain the current nominal rate of $1.90 on real estate, or <br />a slightly lower rate, in lieu of the $1.85-rate initially <br />proposed; and <br />(c) Use (additional) Revenue-Sharing funds. <br /> <br />Members of Council, through Councilman Lester, expressed appreciation to <br /> <br />citizens present for their attendance and interest. <br />
