Mr. Simmons <br /> <br />stated that he does not take issue with the revised assessment policy nor does <br /> <br />he object to some increase in taxation; nevertheless, he suggested that City <br /> <br />Council has not been aware of the impact on local industry resulting from said <br /> <br />assessment policy. By way of explanation, Mr. D. B. Hanel, Commissioner of the <br /> <br />Revenue, stated that the purpose in effecting by his office of the revised <br /> <br />assessment policy is to provide the most equitable basis for taxation to which <br /> <br />and for which Council establishes the tax rate; and, furthermore, assured the <br /> <br />Council that in the future he would inform Council in advance of any contemplated <br /> <br />assessment procedure revisions. <br /> <br />In connection with the required publication and filing of a Planned-Usage <br /> <br />report covering $385,761.00 Federal Revenue-Sharing funds allocated to the <br /> <br /> <br />City for 1975-76, Council unanimously expressed the intent of using $100,000.00 <br /> <br /> <br />of this amount for capital outlay (i.e., community development) and the <br /> <br /> <br />remaining $285,761.00 toward public safety operating expenses during 1975-76. <br /> <br />In giving special recognition and with pride and appreciation, Mayor Boaz <br /> <br />and Police Chief F. A. Gard, Sr., on behalf on the City, presented awards of <br /> <br />excellence (in the form of "E" insignia pins) to the City's ten School Crossing <br /> <br />Guards, noting that there have been no reportable accidents during the past <br /> <br />three years at the stations "manned" by these ladies. <br /> <br />Upon motion, duly seconded and unanimously carried, Council granted permission <br /> <br />to the Martinsville Exchange Club to install in an appropriate place in City <br /> <br />~ <br />
