<br />'1'6 <br />~... <br /> <br />FRIDAY <br /> <br />JUNE 6, 1975 <br /> <br />Will Council transfer more money from the Water and Sewer Funds than <br />the $47,000 which has been approved? I made a statement at the last <br />meeting when I objected to the transfer of money out of the Water <br />and Sewer Funds to the General Fund, and I think it is pertinent <br />to this issue: I feel that all of Council's decisions should concern <br />not only today's problems, but also, what effect the decisions will <br />have on tomorrow's citizens. <br /> <br />I am sure that Mr. Yeaman and Mr. Noland have spent countless hours <br />compiling input from various sources in arriving at their recommended <br />figure for transfer from the Electric Department to the General <br />Fund. I have worked, and reworked their figures, and feel that their <br />recommendation is conservative, but my figure, which I have discussed <br />with Mr. Yeaman, is slightly lower due to the fact that I have given <br />additional weight to one adverse variable. They recommend that <br />Council budget a transfer of $501,663.00. I move that Council take <br />a slightly more conservative approach and transfer $485,000.00. <br />By doing this, I feel that Council will set aside a reasonable <br />safety margin to guard against another potential forecasting <br />error, and hopefully, the Electric Department will end up with a <br />badly needed addition to surplus. <br /> <br />Following further discussion of how much money to allocate in 1975-76 to the CBD <br /> <br />("downtown renewal") project and how much money should be allocated for salary- <br /> <br />wage increases, merit or otherwise, Councilman Lester offered the motion, seconded <br /> <br />by Councilman Fitz-Hugh, that no cost-of-living salary-wage increases be allowed <br /> <br />but establish the sum of $34,600.00 (from the $134,600.00 estimated to provide <br /> <br />a five-percent cost-of-living increase) for merit increases only, with the <br /> <br />remaining $100,000.00 to be allocated to the CBD ("downtown renewal") project, <br /> <br />making for a total*of $200,000.00*for this project. Voting for the motion <br /> <br />were Messrs. Lester and Fitz-Hugh; and voting against the motion were Messrs. <br /> <br />Boaz, Hobson, and Greene; thus, the motion was defeated. <br /> <br />Councilman Greene then offered the motion, seconded by Vice-Mayor Hobson, <br /> <br />that Council accept City Manager Noland's proposed budget, as revised by his <br /> <br />aforesaid suggested summary but reflecting the approved transfer of $485,000.00 <br /> <br />* Addendum and correction, per Council action of 6-10-75: <br />should have read "total of .100,000.00". <br />
