<br />~ <br /> <br />l. <br />.."J., <br /> <br />JUNE 6, 1975 <br /> <br />FRIDAY <br /> <br />....- <br /> <br />Also, in connection with a departmental classification of employees of the City <br /> <br />furnished by City Manager Noland, Councilmen Fitz-Hugh and Lester requested a <br /> <br />comparison of the City's present work-force in number with the number of <br /> <br />personnel employed by the City some four-to-six years ago or, for example, at <br /> <br />May 1, 1968 when the new City Hall (or Municipal Building) was first occupied. <br /> <br />With reference to the recently-authorized elimination of public transportation <br /> <br />(or bus) service between the hours of 9:00 A.M. and 4:00 P.M., Councilman <br /> <br />Fitz-Hugh suggested that consideration be given to providing a mid-day bus <br /> <br />service from residential areas into the downtown area of the City and return. <br /> <br />Councilman Lester then proposed a different allocation of funds than that <br /> <br />proposed by City Manager Noland in his suggested revision summary hereinbefore <br /> <br />referred to, viz., that the anticipated 1975-76 income from Revenue-Sharing funds <br /> <br />; <br />(of $383,000.00) be allocated to "downtown development", which could be <br /> <br />accommodated by (1) applying $100,000.00 additional electric revenue, as <br /> <br />proposed in the above-referred-to summary, to current expenditure estimates; <br /> <br />(2) applying $175,000.00 real estate tax revenue from the proposed $1.85 tax <br /> <br />rate to current expenditure estimates; (3) reducing travel expense funds by <br /> <br />$25,000.90; (4) by reducing the number of City employees; and (5) allowing for <br /> <br />no salary-wage increase for City employees during 1975-76. Councilman Lester <br /> <br />stated that his proposal is based on the premise of "first things first" and that <br /> <br />the City should operate and/or "live" within the means of locally-generated income. <br />
