-~ n
IU,.

November 14, 2006

Member Ferrill suggested that we publicize the new procedures so citizens can

be well aware of the changes.

The issue of the City's current policy and procedure on tax-exempt status

was reviewed. There is currently a moratorium on the consideration of tax-

exemptions with no provision for review. Ruth Easley, Commissioner of the

Revenue, indicated that an Ordinance needs to be adopted to set guidelines for

exemptions and establishing a policy for granting any future exemptions,

revoking exemptions and periodically reviewing exemptions that have been

granted. City Attorney Monday was requested to prepare the Ordinance and it

will be placed on the next agenda for consideration of approval on first reading.

City Manager Collins gave a power point presentation setting forth

financial options for the FY08 budget. Additional comments concerning budget

reductions in the past were given by Wade Bartlett, Finance Director; Leon

Towarnicki, Public Works Director; Clarence Monday, Fire Chief and John

Dyches, Water Resources Director. After discussion, Mr. Collins indicated to

Council that these were merely options and he and staff would wait for

direction from Council.

Council Member Ferrill left the meeting at 6:06 p.m.
