Leon <br /> <br />Towarnicki, Public Works Director, gave a short explanation and the Mayor <br /> <br />called the Public Hearing open. Hearing no comments, Mayor Reynolds <br /> <br />declared the Public Hearing closed. Vice Mayor Clark moved to grant the <br /> <br />requested easement and to authorize the City Manager's signature on the <br /> <br />easement agreement; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: Vote 5-0. Yeas (5) - Reynolds, Clark, <br /> <br />Anderson, Ferrill, Lawson. Nays (0) -None. <br /> <br />Council considered conducting another public hearing, granting a sewer <br /> <br />easement over a city-owned parcel of land consisting of 7.13 acres in the <br /> <br />Martinsville Industrial Park to Blue Ridge Aquaculture, Inc. and authorizing <br /> <br />the City Manager to execute the easement agreement. John Dyches, Water <br /> <br />Resources Director, advised Council changes had been made to the original <br />
