.. c. ~
~J.\_ ',_/ tJ

TUESDAY

JULY 8, 1980

Element B. - Install new, higher capacity raw water
pumping equipment at Beaver Creek Reservoir

Original Purpose: To increase pumping capacity and secure more efficient
pumping arrangement.

Original Estimated Cost: $100,000

Current Status: Contract awarded July 25, 1979; improvement completed.

Discussion of Current Status: None.

Revised Estimated Cost: $75,000

Element C. - Reactivate pump station to secure raw water
at intersection of Beaver Creek and Hairston Branch

Original Purpose: To reactivate an old pumping station, install new pumps
and be able, on standby basis, to pump raw water into the transmission lines
from the reservoir to the treatment plant.

Original Estimated Cost: $75,000

Current Status: Not finally designed; under question by State Health Department.

Discussion of Current Status: This pump station site is the original source of
water for the City's system. It was secured under the terms of a 99-year
agreement with the owner of Covington Farm in 1926, but was last used in 1954.

We contend this source is still viable, guaranteed by a proper agreement
and not subject to invalidation by the State. However, the State Health
Department is now questioning the wisdom of this element, by disputing
the City's estimate of yield and expressing concern about the existence
of a County-operated sanitary landfill upstream from this point. This
issue remains unresolved. The Health Department could take one of two
adverse positions, either that (a) a valid State permit does not exist
under which the pump station could be reactivated; or (b) that a permit
does exist and will be revoked for cause. Either position could be
appealed by the City.

Revised Estimated Cost: $30,000

Element D. - Construct additional transmission main from
Beaver Creek Reservoir to Treatment Plant

Original Purpose: To parallel the sole existing line and guarantee against
accidental interruption of supply; to furnish additional quantity of raw
water, especially during peak demand; and to reduce power costs of pumping.

Original Estimated Cost: $700,000
