Hanel, Commissioner of the Revenue, <br /> <br />commented not only on his responsibilities under the above-cited State code section but <br /> <br />also on the fact that the Virginia General Assembly has established business-and- <br /> <br />professional license tax rate ceilings for all Virginia cities which, in effect, will <br /> <br />limit the income the City can derive from such license taxes, beginning with January 1, <br /> <br />1983. Meanwhile, in the absence of any affirmative action by Council on the CBD's <br /> <br />recommendation, Mr. Frith requested that the matter not be closed nor the opportunity not <br /> <br />be denied for a public hearing on the CBD's recommendation. <br /> <br />Mr. Norman F. Crews, Employee Benefit Consultant with the Industrial Insurance Management <br /> <br />Corporation, the City's insurance consultant, appeared before Council and informed the <br /> <br />Council that Connecticut General Life Insurance Company is asking for a substantial <br /> <br />premium rate increase on employee group medical-hospitalization coverage carried by the <br /> <br />City through said insurance company. Of the several rate increase proposals submitted <br /> <br />by the City's group insurance carrier, Council accepted*Mr. Crews' recommendation that <br /> <br />the City agree to a 33% increase for a period of six months, at the end of which period--if <br /> <br />Connecticut General insists upon a further increase at that time--the City might invite <br /> <br />bids from a number of group insurance carriers to determine whether the City can obtain <br /> <br />equal coverage at less cost. The basis for Connecticut General's requested rate increase, <br /> <br />-- <br /> <br />Mr. Crews pointed out, is predicated upon that fact that employee claims paid by <br /> <br />Connecticut General within recent months (resulting in great part from increased medical <br /> <br />costs) have exceeded premiums paid by the City. <br /> <br />*(Mayor Greene voted "No".) <br /> <br />Upon being apprised that Mr. Charles M.
