<br />- . fJ <br /> <br />TUESDAY <br /> <br />JUNE 24, 1980 <br /> <br />The regular semi-monthly meeting of the council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D, Hobson presiding, was held Tuesday, June 24, <br /> <br />1980, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice-Mayor; <br /> <br />Barry A. Greene; L, D. Oakes; and Francis T. West. Also present were Mr. Henry <br /> <br />C. Reed, Councilman-Elect, and Mr. Don R. Edmonds, City Manager-Designate. <br /> <br />~- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held June 10, 1980. <br /> <br />Prior to considering its regular order of business, City Manager-Designate <br /> <br />Edmonds was introduced to citizens present; and, through Councilman Oakes, <br /> <br />members of the Martinsville Community Recreation Association's State Champion- <br /> <br />ship Basketball Team (~welve years old and under), entered in the forthcoming <br /> <br />AAU Basketball Tournament in Indianapolis, Indiana, were introduced and recognized <br /> <br />for their accomplishments. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />the City's Special-Use Permit Application which, if issued, would permit the City <br /> <br />to construct a ground-level water storage facility on one of three proposed sites <br /> <br />located along the highest elevation of a ridge approximately four hundred (400) <br /> <br />feet north of Commonwealth Boulevard and extending from a point east of Fairy <br /> <br />Street to a point west of Morgan Street, these three proposed sites being in <br /> <br />addition to a site initially recommended for this purpose by the Planning Commission <br /> <br />(see Council minutes of February 26, 1980 and of March 25, 1980). Citizens present <br /> <br />from the area of the City's present water storage facilities registered their <br /> <br />objections to the proposed construction of additional facilities on either of two <br /> <br />sites included in the public hearing notice; and, Dr. John R. Smith (through his <br /> <br />counsel, Mr. J. Randolph Smith, Attorney at Law) and Dr. Frederick U. Baublitz <br />
