('" .r\ ,-" , " , , \,) TUESDAY JUNE 10, 1980 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, June 10, 1980, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice-Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. Councilman-Elect Henry C. Reed was also present. After the invocation, Council approved--as recorded--the minutes of its special meetings held May 22nd and May 23rd (1980) and of its regular meeting held May 27, 1980. Pursuant to duly-advertised public notice, Council conducted a public hearing on City Manager Noland's proposed 1980-81 City Budget, as revised. At the suggestion of Councilman Greene, Council directed the adding of $25,000.00 to the proposed Thoroughfare Construction account (to parallel the amount appropriated for 1979-80). There being no objections registered to the proposed 1980-8l City Budget, as revised (except, subsequently, the reiteration by Mr. William B. Muse of previously- expressed concerns over the closing of the City's Day Care Center), Council (upon motion, duly seconded and by a recorded vote) unanimously adopted said proposed 1980-81 City Budget, as revised, by its adoption of the following appropriation ordinance: AN ORDINANCE MAKING APPROPRIATIONS OF SUMS OF MONEY FOR ALL NECESSARY EXPENDITURES OF THE CITY OF MARTINSVILLE, VIRGINIA, FOR ITS FISCAL YEAR ENDING JUNE 30, 1981. BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled, that the following sums of money be and hereby are appropriated--by funds--for fiscal year ending June 30, 1981, from fund sources of estimated revenue, as follows:
