1''' /,1

; x._J ~

TUESDAY

APRIL 22, 1980

W. C. Ham Learning Center and the Patrick Henry Mental Health Center, pending

the working out of final details to be presented to Council at its forthcoming

May 13th meeting.

Council was presented, pursuant to its April 8th request~ with a statement of the

estimated financial condition of the City's electric Utility Fund at both June 30,

1980 and June 30, 1981 to assist Council in its decision as to how to finance the

repairs to the City's 1000-kw generating unit, which recently failed, as well as

in decisions involving the financing of other projects within this fund. Furthermore,

in the interest of compiling accurate data on the Electric System's fixed assets, for

realistic depreciation purposes as well as providing pertinent data for financial

disclosure purposes in connection with the proposed Ridgeway hydro-electric project

financing, Council authorized the execution of a contract with the firm of Marshall &

Stevens, Inc., pursuant to its recent proposal, for the development of a fixed asset

management system for the City's Electric Utility System.

In response to an inquiry from the City School Board, Council indicated that it would

meet with the School Board after May 17th for the presentation by the Board of its

proposed 1980-81 School Budget.

Council acknowledged receipt of a status or progress report from Mr. George W. Brown,

Assistant City Manager-Public Works Director, outlining procedures recently effected

to abate offensive odors emanating from the City's Water Pollution Control (Sewage

Treatment) Plant as well as the status of the on-going independent design-and-

operating review study of this plant; and, in addition, a chronological outline

prepared by City Manager Noland of the history of the plant.
