Thomas J. Womack, Joe Pritchett, Robert Johnson, <br /> <br />William W. Edwards (a member of the City School Board), J. B. Travis, and one <br /> <br />or more unidentified citizens, as well as Mayor Hobson, And, in response to <br /> <br />a question posed by Vice-Mayor Cole, these citizens seemed convinced that, once <br /> <br />the improvements to the residences are made, the owners and recipients would <br /> <br />satisfactorily maintain their homes and premises. After Councilman Oakes <br /> <br />indicated that he would not vote for the filing of the final application <br /> <br />(having previously voted against the filing of the pre-application although <br /> <br />the program, in his opinion, has some merit) because the program would place <br /> <br />the City more into "public housingl1 than he can support, a motion was introduced, <br /> <br />duly seconded, to authorize the filing of said final application, which motion <br /> <br />carried by a vote of three-to-two (Messrs. Hobson, Cole and Greene voting in the <br /> <br />affirmative and Messrs, West and Oakes voting in the negative). <br /> <br />Council "tabled" consideration of the several Constitutional Officers' budget <br /> <br />requests for 1980-81, noting that not all of such requests have been duly filed <br /> <br />with Council and, also, such requests as have been filed were not filed in time <br /> <br />for Council to give due consideration thereto. <br /> <br />City Manager Noland, along with Police Chief Frank A. Gard, Sr., announced Chief <br /> <br />Gard's forthcoming retirement, effective June 30, 1980. <br /> <br />In connection with the adopted resolution he sponsored at Council's February 26th <br /> <br />meeting, appealing to the general public for assistance toward preventing break-ins <br /> <br />and robberies as well as apprehending persons guilty thereof, Vice-Mayor Cole noted <br /> <br />that, apparently, the appeal has not been relayed appropriately to the public and, <br />
