<br />'-~() <br /> <br />TUESDAY <br /> <br />FEBRUARY 12, 1980 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, February <br /> <br />12, 1980, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., William D. Hobson, M~yor; William C. Cole, Jr., <br /> <br />Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--.the minutes of its regular <br /> <br />meeting held January 22, 1980. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing <br /> <br />on an application for a Special-Use Permit, as filed by The Exchange Club of <br /> <br />Martinsville with Council on November 13, 1979, which application--if approved-- <br /> <br />would allow this organization to conduct and/or sponsor annually the Martinsville- <br /> <br />Henry County Fair at Liberty Heights Fairgrounds during the next five years; <br /> <br />beginning with 1980. There being no objections registered against thie applica- <br /> <br />tion, Council unanimously accepted the Planning Commission's recommendations <br /> <br />(under date of January 18, 1980) thereon and directed the issuance of the <br /> <br />requested permit, subject to prior annual review by Council and subject to the <br /> <br />following stipulations: <br /> <br />There shall be no games (i.e., allowed or operation thereof) which <br />require a point card or the accumulation of points to determine a winner <br />or loser. There shall be no games (i,e., allowed or operation thereof) <br />which require more than one fee to complete a game. Bingo (games) will <br />be (as) controlled by State regulations. There shall be no lewd or <br />obscene shows. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on <br /> <br />the petition filed with Council on December 11, 1979, by Mr. and Mrs. Charles W. <br /> <br />Reed, seeking the closing and vacating of an undeveloped street space situated <br /> <br />between their properties at 1002 South Askin Street and 1006 South Askin Street. <br /> <br />There being no objections registered to this requested closing, and in <br /> <br />-,._-_._-~---_._---_.._".,-,.,.._.,--,-~~-,-,--- <br />
