<br />, ~, .....&... <br /> <br />TUESDAY <br />- <br /> <br />JANUARY 22, 1980 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session held January 22, 1980, that Section 10-152 of the Code of <br />the City of Martinsville, Virginia, (1971, and as amended), be and is <br />hereby amended to the extent that the first sentence of the first paragraph <br />of said Section 10-152 shall read as follows: <br /> <br />There shall be a traffic engineer, who shall be the Director of <br />Public Works or someone designated by the Director of Public Works, <br />who shall exercise the powers and duties provided in this chapter. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, this <br />ordinance and amendment shall be effective on and after January 22, 1980. <br /> <br />Confirming City Manager Noland's recent public announcement, Council was formally <br /> <br />and officially notified by Mr, Noland that he will retire as City Manager and from <br /> <br />his service with the City on June 30, 1980. After acknowledging with appreciation <br /> <br />Mr. Noland's services to the City and its citizens since he became Martinsville's <br /> <br />City Manager on January 1, 1966, Council authorized Mr. Noland to issue an <br /> <br />invitation, through appropriate media, for applications for the position of City <br /> <br />Manager for the City of Martinsville, with such applications to be filed with the <br /> <br />Clerk of Council. <br /> <br />In response to an inquiry from Councilman Oakes, Council received a status report <br /> <br />on the progress being made by the Henry County Public Service Authority to abate <br /> <br />conditions at its lagoon serving the Bassett-Walker Knitting Company's plant across <br /> <br />Smith River from the City's Water Pollution (Sewage Treatment) Control Plant. <br /> <br />Upon motion, duly seconded and unanimously carried (by a recorded vote), and pursuant <br /> <br />to Section 2.1-344(1) of the CODE OF VIRGINIA (1950, and as amended), Council con= <br /> <br />vened into an Executive Session, to discuss a personnel matter, following which <br /> <br />Executive Session Council reconvened into regular session and announced that no action <br /> <br />is required of Council on the matter discusse4, <br /> <br />Council was adjourned. <br /> <br />/ J' .r-~-o:-- ' ~ '.'!- "" <br />W.
