.- TUESDAY JANUARY 22, 1980 -- The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, January 22, 1980, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr" Vice Mayor; Barry A. Greene; L, D. Oakes; and Francis T. West. -- After the invocation, Council approved--as recorded--the minutes of its regular meeting held January 8, 1980. In tentative acceptance of the Planning Commission's recommendation on the Martinsville Exchange Club's application for a Special-Use Permit (referred to the Commission by Council's action of November 13, 1979), to conduct annually the Martinsville-Henry County Fair at Liberty Heights Fairgrounds over the next five years, Council called for a duly-advertised public hearing to be conducted on said application at Council's forthcoming February 12th meeting. In anticipation of receiving from the Planning Commission, at Council's forthcoming February 12th meeting, the Commission's report and recommendation on the petition filed (December 11, 1979) by Mr. and Mrs. Charles Read (through their counsel, Mr. William L. Kirby, III, Attorney at Law), seeking the closing and vacating of a small street-space between 1002 South Askin Street and 1006 South Askin Street, Council called for a duly-advertised public hearing to be conducted on this petition at said February 12th meeting. Upon motion, duly seconded, and all members voting in the affirmative, with the exception of Councilman Oakes, who abstained because of lack of information necessary to his making a decision, Council accepted a proposal submitted by R. W. Beck & Associates, Engineers and Consultants, for engineering services (estimated to cost
