<br />.- <br /> <br />TUESDAY <br /> <br />JANUARY 22, 1980 <br /> <br />-- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, January 22, <br /> <br />1980, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr" Vice Mayor; <br /> <br />Barry A. Greene; L, D. Oakes; and Francis T. West. <br /> <br />-- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held January 8, 1980. <br /> <br />In tentative acceptance of the Planning Commission's recommendation on the <br /> <br />Martinsville Exchange Club's application for a Special-Use Permit (referred to <br /> <br />the Commission by Council's action of November 13, 1979), to conduct annually the <br /> <br />Martinsville-Henry County Fair at Liberty Heights Fairgrounds over the next five <br /> <br />years, Council called for a duly-advertised public hearing to be conducted on <br /> <br />said application at Council's forthcoming February 12th meeting. <br /> <br />In anticipation of receiving from the Planning Commission, at Council's forthcoming <br /> <br />February 12th meeting, the Commission's report and recommendation on the petition <br /> <br />filed (December 11, 1979) by Mr. and Mrs. Charles Read (through their counsel, Mr. <br /> <br />William L. Kirby, III, Attorney at Law), seeking the closing and vacating of a <br /> <br />small street-space between 1002 South Askin Street and 1006 South Askin Street, <br /> <br />Council called for a duly-advertised public hearing to be conducted on this petition <br /> <br />at said February 12th meeting. <br /> <br />Upon motion, duly seconded, and all members voting in the affirmative, with the <br /> <br />exception of Councilman Oakes, who abstained because of lack of information necessary <br /> <br />to his making a decision, Council accepted a proposal submitted by R. W. Beck & <br /> <br />Associates, Engineers and Consultants, for engineering services (estimated to cost <br />
