<br />>P{' <br />d) <br /> <br />TUESDAY <br /> <br />NOVEMBER 13, 1979 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, November 13, 1979, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held October 23, 1979; and, on behalf of Council and the City Government, Mayor Hobson <br /> <br />commended the City's Police Department and other protective agencies and personnel for <br /> <br />the manner in which they responded to a "State of Emergency" declared by the Henry <br /> <br />County Sheriff on Saturday, November 10, 1979. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on Virginia <br /> <br />Mirror Company's recent petition seeking the rezoning of certain of petitioner's properties <br /> <br />(not already so zoned) in the vicinity of Maryland and Lavinder Streets to "M-2 Industrial". <br /> <br />There being no objections registered to this proposed rezoning and in acceptance of the <br /> <br />Planning Commission's affirmative recommendations thereon, Council effected said requested <br /> <br />rezoning through its adoption of the following ordinance amending the City's Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the Zoning Map of the City of <br />Martinsville, Virginia, be--and is hereby--amended to reclassify, <br />for zoning purposes, from "C-3 Commercial" to "M-2 Industrial" <br />those certain properties owned by Virginia Mirror Company, not <br />already so zoned, and situated within the bounds of the Norfolk & <br />Western Railway right-of-way on the north, South Moss Street on <br />the east, Lavinder Street on the south, and Maryland Street on the <br />west. <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public hearing on the <br /> <br />Planning Commission's recommendation that Paragraph "c" of Section VIII of the City's <br /> <br />Zoning Ordinance be amended to permit, under certain conditions, the operation of day-care <br /> <br />centers in "R-9 Residential" zoning districts. There being no objections registered to <br /> <br />this proposal, Council unanimously adopted the following ordinance so amending said Zoning <br /> <br />Ordinance: <br />
