<br />a. Every "operator", as defined in 27.1, of coin-operated
<br />vending machines, as hereinafter defined in this sub-paragraph,
<br />shall pay a tax of $30.00 or twenty cents on each $100.00 of
<br />gross sales through such vending machines in each calendar year
<br />or part thereof, whichever is higher. The term "coin-operated
<br />vending machine" as used herein includes only such machines as
<br />vend goods, wares and merchandise, and give to the customer on
<br />every purchase his money's worth in goods, wares and merchandise,
<br />and every "operator", as defined in 27.1, of coin-operated
<br />vending machines shall be classified as a retail merchant and
<br />shall be subject to the tax imposed by this sub-paragraph. The
<br />term "coin-operated vending machine" does not include any machine
<br />the operation of which is prohibited by law, nor any machine which
<br />has any gambling feature whatsoever.
<br />b. Every "operator", as defined in 27.1, of all coin-operated
<br />machines such as washers, dryers, phonographs, and other music
<br />machines, pool tables, entertainment machines, and of all other
<br />coin-operated machines not classified as illegal, shall pay a
<br />tax of $30.00 or thirty-six cents on each $100.00 of gross receipts
<br />collected from such machines, whichever is higher. Adequate
<br />records must be kept on such machines.
<br />c. The taxes imposed by paragraphs a. and b. above shall be
<br />collected by the City Treasurer under such rules and regulations
<br />as may be prescribed by the Commissioner of Revenue.

<br />27.3 MACHINE TO CARRY NAME AND ADDRESS OF OPERATOR
<br />
<br />Every coin-operated machine shall be plainly marked by the
<br />"operator" as defined in 27.1 with the name and address of said
<br />"operator".
<br />
<br />27.4 FILING LIST OF MACHINES AND THEIR LOCATION
<br />
<br />On or before May 15 of each license tax year the "operators",
<br />as defined in 27.1, of vending and other coin-operated machines
<br />shall file with the Commissioner of Revenue an identifying list
<br />of all such machines showing the location thereof. Failure to
<br />file such list shall subject said "operator" to a penalty of
<br />five percent (5%). No machine license shall be transferrable
<br />and no such machine shall be moved from one location to another
<br />location unless first recorded with the Commissioner of Revenue.
<br />
<br />No element of chance shall enter into the operation of vending
<br />and/or coin-operated machines.
<br />
<br />In response to a recent invitation from the City's Electric Department, Council received three
<br />
<br />proposals (viz., from Stone & Webster, Inc., $19,500.00; R. W. Beck & Associates, $17,000.00;
<br />
<br />and Chas. T. Main of Virginia, Inc., $12,000.00) to study the feasibility of installing new
<br />
