<br />,... or" <br />,~} {) <br /> <br />TUESDAY <br /> <br />JUNE 26, 1979 <br /> <br />7. the history of like complexes in other cities points to a <br />pattern of additional burdens upon the respective localities <br />and their taxpayers in such forms as criminal disregard for <br />persons and properties and increased welfare payments; <br />8. in general, such a project at said site, from' all aspects, <br />would be a serious disturbance to the peace and tranquility <br />these citizens have enjoyed over the years; and <br />9. apartment complexes within the City and its environs should <br />not be concentrated in any single geographic area. <br /> <br />Upon motions, duly seconded and unanimously carried, Council appointed Mr. Richard L. <br /> <br />Gipple to a four-year term on the City's Social Services Administrative Board (Welfare <br /> <br />Board), beginning July 1, 1979, and suceeding Mr. David H. Gleasman, who requested that <br /> <br />he not be reappointed; and reappointed Mrs. Virginia S. Windle and Mr. Rieves S. Hodnett <br /> <br />for four-year terms, beginning July I, 1979, to the Patrick Henry Community College Board. <br /> <br />City Manager Noland informed Council that bids--for installation and operation of a data <br /> <br />processing system for the City--are being received and are in the process of being evaluated. <br /> <br />Council unanimously authorized the payment of $125.00 to the Virginia Municipal League as the <br /> <br />City's share of the final cost of a study looking toward the development and implementation <br /> <br />of a cooperative and/or self-insuring plan for Virginia cities; however, Councilman West, <br /> <br />in voting for the authorization, expressed his disfavor of any such plan or program if such <br /> <br />precludes participation by local insurance firms. <br /> <br />After reviewing bids recently received for the construction of the first phase of the City's <br /> <br />water system improvements program, for which a UDAG grant of $3,090,000.00 has been assured, <br /> <br />and said bids (five in number) having been reviewed by the City's consulting engineers and <br /> <br />by the City's Department of Public Works, and upon recommendation of same, Council accepted <br /> <br />the lowest bid submitted, being that of Bryant Electric, High Point, North Carolina, in <br /> <br />the total amount of $509,000.00. <br />
