<br />~'~4 <br />, <br />~'n ~_,,,- _ <br /> <br />TUESDAY <br /> <br />JUNE 26, 1979 <br /> <br />Upon motion, duly seconded and unanimously carried, Council endorsed the objections <br /> <br />and findings of the Planning Commission, as set forth in the Commission's June 22nd <br /> <br />letter to Ms. Lynn Ward, Housing Planner for the West Piedmont Planning District Commission, <br /> <br />and as hereinafter made a part of these minutes, pertaining to an "A-95" application filed <br /> <br />with the WPPDC by Poff Construction, Inc., for a federally-subsidized 120-unit apartment <br /> <br />complex (to be known as "Martinsville Apartments") on Pine Hall Road. Included in the <br /> <br />motion, as adopted, was the direction that the minutes of this meeting include the <br /> <br />substance of a presentation by Mr. James E. Rountree, of 1152 Yorkshire Road, on behalf of <br /> <br />himself and some seventy other citizens and property owners (residing on Yorkshire Road, <br /> <br />Maxine Road, Foster Court, Carver Court, Wray Street, and Pine Hall Road). Other citizens <br /> <br />speaking to this matter were: <br /> <br />(a) Mr. Kermit Hairston, who expressed opposition to the proposed <br />apartment project and projects similar thereto, agreeing with <br />the Planning Commission's report and objections, but stressing <br />that, philosophically, one of the points made by Mr. Rountree <br />(to the effect that changing of housing patterns does not, in <br />itself, change people's values) is debatable; <br />(b) Mr. Alfred Penn, of Yorkshire Road, who--while not on record as <br />opposing housing for the poor--expressed the opinion that, <br />because problems of like nature are associated with such <br />projects throughout the nation, there must be a better way to <br />meet housing needs; and <br />(c) one or more other citizens present who feel that there is an <br />obligation to provide better housing but that their area (West <br />End section) of the City should not bear the burden (i.e., saturated <br />with such projects). <br /> <br />In addition and in response to an inquiry from Councilman Oakes, apparently none of the <br /> <br />citizens present wants subsidized housing. <br /> <br />Planning Commission's Findings and Objections <br /> <br />Re: A-95 Application <br />Martinsville Apartments (Proposed) <br /> <br />We recently received the referenced application and returned same to you <br />asking for additional information before taking any action. You and a <br />representative of Poff Construction, Inc., developers, attended our <br />Planning Commission meeting on Thursday, June 21. <br />
