Banks Pannill's petition (filed April 24, 1979) seeking the rezoning to <br /> <br />"C-2 Commercial" of certain of his properties located on South and Askin Streets. <br /> <br />There being no objections registered by anyone to this petition and in acceptance of <br /> <br />the Planning Commission's recommendation for approval, Council effected said rezoning <br /> <br />through its adoption of the following ordinance amending the City's Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the Zoning Map of the City of <br />Martinsville, Virginia, be--and is hereby--amended to reclassify, for <br />zoning purposes, from "R-6 Residential" to "C-2 Commercial" those <br />certain properties consisting of a house and lot fronting Askin Street, <br />the building and lot formerly occupied by Cross Laundry at the corner <br />of Askin and SoufuStreets, and the adjacent house and lot fronting <br />South Street, all owned by (or in the custody of) Mr. H. Banks Pannill. <br /> <br />In acceptance of the Planning Commission's recommendation (by report dated June 8, 1979), <br /> <br />Council unanimously modified the Special-Use Permit issued October 25, 1977 to Garrett <br /> <br />Wells & Associates, subsequently modified November 29, 1978, to permit the construction <br /> <br />and adding of six (6) apartment units to this firm's Candlewyck Apartment complex located <br /> <br />outside the City's corporate limits on Route 57 East, Chatham Heights area, as requested <br /> <br />by this firm on May 22, 1979. Council was informed that no extension of the City's <br /> <br />water distribution line serving this complex will be required to accomodate the six <br /> <br />additional units and directed that the Henry County Public Service Authority be so advised <br /> <br />by letter. <br /> <br />Council unanimously concurred with a 1979-80 area plan for services for the elderly, as <br /> <br />presented by Ms. June Gay, Executive Director of The Piedmont Seniors of Virginia, Inc., <br /> <br />at a total estimated cost of $673,942.00. <br /> <br />Assistant City Manager-Public Works Director George W. Brown informed the Council that <br /> <br />UDAG funding of proposed water system improvements, up to $3,000,000.00, has been assured <br /> <br />by the Federal agency administering the Urban Development Action Grant program. <br />
