I) <br />'J: .~ <br /> <br />TUESDAY <br /> <br />MAY 22, 1979 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, May 22, 1979, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held May 8, 1979. <br /> <br />Pursuant to duly-advertised public notices, Council conducted public hearings and took <br /> <br />the following actions on the following five matters: <br /> <br />(I) On an application for a Special-Use Permit filed by the Martinsville <br />Volunteer Fire Company (filed March 13, 1979), to allow this <br />organization to conduct its 1979 Annual Bazaar at Liberty Heights <br />Fairgrounds June 29th through July 7th, Council unanimously <br />authorized the issuance of the requested permit, subject to the <br />Planning Commission's recommendations thereon dated April 20, 1979; <br /> <br />(2) On a petition filed Harch 13, 1979 by Mr. D. W. Hampton and <br />Dr. Robert L. Mason, seeking the closing and abandonment of <br />unopened Marshall Street, situated in the Cabell Acres Subdivision <br />(off Salmon Street), being fifty feet in width and extending <br />l50'-to-175' in length between Lots Nos. 10 and II, and in acceptance <br />of the Planning Commission's recommendation thereon (dated April 20, <br />1979), Council granted said petition and directed the closing and <br />abandonment of said unopened street; <br /> <br />(3) On an application for a Special-Use Permit (filed February 27, <br />1979) by HANDIPHOTO, of Tampa, Florida, seeking permission to <br />construct and operate a "drive-up photo booth" in the Kroger <br />Center Shopping Area, off West Commonwealth Boulevard, Council <br />unanimously accepted the Planning Commission's recommendations <br />thereon (dated April 20, 1979) and directed the issuance of the <br />required permit; <br /> <br />(4) On an application for a Special-Use Permit, filed February 13, <br />1979, by the firm of Fralin & Waldron (through its counsel, <br />Attorney John L. Gregory, III), to allow for the construction <br />and operation of a "high-rise" type 94-unit apartment building <br />on the north side of Spruce Street near Spruce Street's inter- <br />section with Auburn Place, whose tenants would be only the <br />
