<br />~ ~ <br />~~ ,~J <br /> <br />THURSDAY <br /> <br />MAY 17, 1979 <br /> <br />personnel should be added and/or funded in said proposed budget and, too, that a ceiling <br /> <br />of 99C should be established for real estate taxes for 1979-80, as opposed to City Manager <br /> <br />Noland's recommended budget predicated upon a rate of $1.05 (on real estate), the latter <br /> <br />and recommended rate reflecting an average increase of 6% in tax dollars on an average of <br /> <br />12% increase in assessed valuation, whereas the 99C rate would reflect, on an average, <br /> <br />practically no increase in average tax dollars over 1978-79. <br /> <br />Councilman Greene pointed out that a real estate tax rate of $1.00 would require adjustments <br /> <br />to the proposed budget by an amount of $115,OOO.00 and a 99-cent rate would require adjustments <br /> <br />in the amount of $138,000.00, against which--through a review of budget requests by the <br /> <br />respective department heads--some $55,000.00 could be made; and, with subsequent adjustments <br /> <br />made by Council in its ensuing review, making for a total adjusted sum of $71,500.00, a <br /> <br />further adjustment--based on the 99C tax rate--of some $66,500.00 would be required. Included <br /> <br />in the adjustments made by Council were the eliminations of the several locally-funded <br /> <br />positions (proposed by the City Manager) which have been funded by CETA, as well as the <br /> <br />elimination of a new position (auto mechanic) in the City's Central Garage. <br /> <br />Upon motion, duly seconded and unanimously carried, Council directed the City Manager to <br /> <br />present two alternatives to his proposed 1979-80 City Budget, at Council's forthcoming May 22nd <br /> <br />meeting, predicated upon both a 99C real estate tax rate and a 97C real estate tax rate, both <br /> <br />of which would reflect the adjustments hereinabove referred to. <br /> <br />Council was adjourned. <br /> <br />""'- ,j)....~>--'. .....
