<br />::10 <br /> <br />THURSDAY <br /> <br />MAY 17, 1979 <br /> <br />A special and called meeting of the Council of the City of Martinsville, Virginia, by <br /> <br />action taken by said Council during its regular meeting held May 8, 1979, was held <br /> <br />Thursday, May 17, 1979, in the Council Chamber, City Hall, beginning at 2:00 P.~1., for <br /> <br />the purpose of studying and considering City Manager Noland's proposed City Budget <br /> <br />(in the total amount of $20,396,744.46) for the fiscal year ending June 30, 1980. All <br /> <br />members of Council were present, viz., William D. Hobson, Mayor; William C. Cole, Jr., <br /> <br />Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council received a report of a special committee, composed of <br /> <br />City Attorney David B. Worthy, City Manager Thomas B. Noland, and School Superintendent <br /> <br />Dr. James E. Calkins, as appointed by Council on April 16, 1979 to study the salary-wage- <br /> <br />price control guidelines recently established by the Federal Government (through President <br /> <br />Carter) and to ascertain whether the City School System's proposed salary schedule for <br /> <br />1979-80 complies therewith. On the basis of the following determination by an official <br /> <br />of the Federal Government's Council on Wage & Price Stability, addressed to Dr. Calkins, <br /> <br />the committee found that the City School System's proposed salary increases for its <br /> <br />personnel, for 1979-80, would be in compliance: <br /> <br />This is to confirm our May 8, 1979, telephone conversation concerning <br />the 1979-80 proposed pay increases for Martinsville City Schools' <br />employees. At that time I stated that it is within the guidelines to <br />consider all Martinsville school employees as one unit. It appears <br />that your method of calculation, though not consistent with the <br />methods recommended by the Council, does not circumvent the intent <br />of the guidelines. The correct procedure would be to compute for <br />average pay for the number of hours worked by an employee unit. <br />Unless the number of hours worked by your unit has been significantly <br />altered in the program year, it appears that the increases that you <br />propose would be in compliance with the pay standard. <br /> <br />Before beginning a page-by-page and/or line-by-line examination of the proposed 1979-80 <br /> <br />City budget, Councilmen West and Oakes expressed the joint opinion that no additional <br />
