'] <br />h-' ,j tJ <br /> <br />TUESDAY <br /> <br />APRIL 24, 1979 <br /> <br />"'" <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, April 24, 1979, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., with all members being present, with the <br /> <br />exception of Councilman L. D. Oakes (who was away from the City), viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held April 10, 1979 and of its special meeting held April 16, 1979. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on an <br /> <br />amendment (proposed and recommended by the Planning Commission) to subparagraph 4 of <br /> <br />paragraph C of Section VI of the City's Zoning Ordinance, in the form of re-writing said <br /> <br />subparagraph 4, which was adopted February 24, 1976. Mr. Houston W. Smith, of 806 <br /> <br />Clarke Road, registered his objection to said amendment, should it be applicable to lots <br /> <br />within already-developed residential blocks; however, it was pointed out that said <br /> <br />amendment would be applicable only in totally-undeveloped blocks. Upon motion, duly <br /> <br />seconded and unanimously carried, Council adopted said proposed amendment in the form <br /> <br />of the following ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that subparagraph 4 of Paragraph "c" <br />of Section VI (as adopted February 24, 1976) of the Zoning Ordinance <br />of the City of Martinsville be--and is hereby--replaced and amended <br />to read as follows: <br /> <br />4. Where in any subdivision in the R-6 Residential district <br />there are blocks which are undeveloped on either or both sides <br />of the street and twenty-five (25%) percent or more of the <br />lots on a given side have an average elevation, at the required <br />thirty (30) foot building line, of more than five (5) feet <br />below the centerline grade of the street on which they front, <br />the building line on said side of the street in that block may <br />be established a minimum of twenty-four (24) feet from the <br />street line. <br />
