.~. c. '] h-' ,j tJ TUESDAY APRIL 24, 1979 "'" The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, April 24, 1979, in the Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present, with the exception of Councilman L. D. Oakes (who was away from the City), viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; and Francis T. West. After the invocation, Council approved--as recorded--the minutes of its regular meeting held April 10, 1979 and of its special meeting held April 16, 1979. Pursuant to duly-advertised public notice, Council conducted a public hearing on an amendment (proposed and recommended by the Planning Commission) to subparagraph 4 of paragraph C of Section VI of the City's Zoning Ordinance, in the form of re-writing said subparagraph 4, which was adopted February 24, 1976. Mr. Houston W. Smith, of 806 Clarke Road, registered his objection to said amendment, should it be applicable to lots within already-developed residential blocks; however, it was pointed out that said amendment would be applicable only in totally-undeveloped blocks. Upon motion, duly seconded and unanimously carried, Council adopted said proposed amendment in the form of the following ordinance: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled, that subparagraph 4 of Paragraph "c" of Section VI (as adopted February 24, 1976) of the Zoning Ordinance of the City of Martinsville be--and is hereby--replaced and amended to read as follows: 4. Where in any subdivision in the R-6 Residential district there are blocks which are undeveloped on either or both sides of the street and twenty-five (25%) percent or more of the lots on a given side have an average elevation, at the required thirty (30) foot building line, of more than five (5) feet below the centerline grade of the street on which they front, the building line on said side of the street in that block may be established a minimum of twenty-four (24) feet from the street line.
