Nevertheless, your Council in considering any <br /> <br />project, especially one that will cost our City $40 miHion, more or less, <br /> <br />feels that all aspects need to be explored before making a decision. This <br /> <br />process may be too slow for some and too fast for others./{' but/in my opinion, <br /> <br />we have proceeded with the caution and deliberation that such a project requires. <br /> <br />All reports to date have been carefully studied by the City Administration, a <br /> <br />Committee of eleven carefully chosen citizens and each individual (fuuncilman. <br /> <br />We have consulted with recognized financial and engineering experts. Several <br /> <br />weeks ago, Councilmen chose individual segments of the project for special <br /> <br />study and report as a result of which we are meeting today. <br /> <br />CONCLUSIONS: <br /> <br />(1) There is no risk that we might build somethi.ng we don't need <br /> <br />because our projected energy needs far surpass the ability of the <br /> <br />Ridgeway plant capacity; <br /> <br />(2) This project will be powered by water which is free and not <br /> <br />dependent on national policy or world conditions; (,,,,,d- <br /> <br />(3) This project will benefit all citizens-black, white, rich and <br /> <br />peor by providing dependable power, holding down taxes and/or <br /> <br />lowering electric rates. <br /> <br />'I\~~ \~\\-S-~ <br /> <br />William D.
