Corekin
Director-Municipal Electrical Department
Post Office Box lll2
Martinsville, Virginia 24112

Dear }rr. Corekin:

;1 Subject: Ridgeway Hydroelectric Project
Revised Proposal for Engineering Services

. On October 30~ 1978, we submitted a proposal for engineering services
on the subject project, for studies consisting of Phase II, Evaluation Report,
and Phase III A, Preparation of FERC License Application. As discussed by
telephone with George Brown last week, the City would like to stage the initial
investigations to reduce its financial commitment until the Project's technical
feasibility is more reasonably assured. We believe this can be accomplished
by dividing the Phase II studies into two parts. Phase II A would be performed
initially and would consist only of sufficient geotechnical and related investi-
gations of the dam and site area to ascertain that development of the site is
possible at reasonable cost. If the Project continued to show technical and
economic feasibility, then the Evaluation Report studies could be finalized as
the next step, Phase II B.

This step-by-step approach will allow the City Council to evaluate
the results of each step before proceeding, or deciding not to proceed, to the
subseq~ent step. We believe this approach is a practical and prudent one for
the City of ~~rtinsville to take. We have, therefore, revised our proposal to
include only Phase II A studies at this time, as described below.

The Phase II A work basically consists of minimal geotechnical in-
vestigations, topographic mapping of the dam site, revision to project feature
layouts if necessary, and updating the previous cost estimates and economic
feasibility analysis. The proposed scope or services is described in detail
as follows:

SCOPE OF SERVICES

1. Aerial Photography, Mappin~ and Survey Control

3. Establish photo control in the Project area.
