<br />r <br /> <br />.J<; 'It <br /> <br />TUESDAY <br /> <br />FEBRUARY 13, 1979 <br /> <br />~ <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, February 13, 1979, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />~ <br /> <br />held January 23, 1979. <br /> <br />Responding to Council's referral (from meeting of December 12, 1978) of a petition--filed <br /> <br />by Mr. T. J. Childress, Jr., President, Forest Lake, Inc.--seeking the rezoning from "R-9" <br /> <br />to "R-6" of the Forest Lake Subdivision, situated on the west side of Rives Road, the <br /> <br />Planning Commission proposed--as an alternate to the requested rezoning--the following <br /> <br />amendment to Section VI, Paragraph C, of the City's Zoning Ordinance, to be identified <br /> <br />as sub-paragraph 5, which will permit (under certain conditions) a lesser front yard <br /> <br />requirement in "R-9 Residential" districts: <br /> <br />- <br /> <br />Where, in any subdivision in any R-9 Residential district, there are <br />blocks which are undeveloped on either or both sides of a street <br />and twenty-five (25%) percent or more of the lots on a given side of <br />such street have an average elevation, at the required thirty-five <br />(35') foot building line, of more than five (5') feet below the <br />centerline grade of the street on which they front, the building line <br />on said given side of such street in that block may be established <br />a minimum of twenty-seven (27') feet from the street line. <br /> <br />Upon motion, duly seconded and unanimously carried, Council called for a duly-advertised <br /> <br />public hearing to be conducted on this proposed amendment (to the Zoning Ordinance) at <br /> <br />its forthcoming February 27th meeting. <br /> <br />Being notified that an application for a Federal Grant (through The Piedmont Seniors of <br /> <br />Virginia, Inc.) has been approved in the amount of $20,450.00 (one-half of which has <br /> <br />already been received) for the cost of equipment for, and additional renovations of, the <br /> <br />City's Senior Citizens Building, Council unanimously directed the reflecting of same in <br /> <br />the City's 1978-79 Budget, appropriating the grant funds for the purposes hereinabove <br />
