<br />.(~ 0 <br />,.~; () <br /> <br />TUESDAY <br /> <br />JANUARY 2, 1979 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held jointly with the Henry County Board of Supervisors at the <br /> <br />Henry County Administration Building, King's Mountain Road, Tuesday, January 2, <br /> <br />1979, beginning at 7:30 P.M., for the purpose of conferring, each governing body <br /> <br />one with the other, on matters of mutual interest, pursuant to resolution adopted <br /> <br />by Council on November 14, 1978. Members of Council present were: William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; and L. D. Oakes. <br /> <br />Councilman Francis T. West, the only Council member absent, was out of the City on <br /> <br />business. All members of the Henry County Board of Supervisors were present and <br /> <br />Supervisor-Chairman Sam E. Moran presided. <br /> <br />Following a welcome and opening comments by Chairman Moran, City Manager Noland <br /> <br />reviewed in sequence the development, to its present stage, of the City's proposed <br /> <br />"Ridgeway" hydro-electric project, site for which is on the Smith River, in Henry <br /> <br />County, several miles downstream from Martinsville, noting that a special or select <br /> <br />committee of Martinsville citizens, appointed by Council on October 24, 1978, to <br /> <br />study the engineering report recently submitted by R. W. Beck & Associates, will <br /> <br />present its findings to Council at its forthcoming January 9th meeting, at which time <br /> <br />(or subsequently) Council must decide whether to proceed further with the project, <br /> <br />i.e., to progress to the next stage of engineering studies at a cost of several <br /> <br />hundred thousand dollars. Meanwhile, Mr. Noland pointed out, the U. S. Army Corps <br /> <br />of Engineers has informed the City that the Federal Government can not participate <br /> <br />in the City's proposed project because a required measure of flood control can not be <br /> <br />included therein or attained. Should the City proceed with its project, Mr. Noland <br /> <br />noted, certain licensing must be obtained and conformance with environmental <br /> <br />regulations be made, as well as the means of financing determined, before construction <br /> <br />could begin. If the project were to proceed to completion, certain inherent rights <br /> <br />and responsibilities would remain with Henry County as to properties abutting the water <br /> <br />impoundment area and/or any "buffer" strip required thereof. <br />
