BE IT FURTHER ORDAINED by said Council that any prior ordinance of the City of Martinsville which~ in any way~ conflicts with the provisions of this ordinance be, and the same hereby is~ rescinded to the extent of any such conflict. BE IT FURTHER ORDAINED by said Council that an emergency exists and that this ordinance shall become effective on and after December 15, 1978. Upon motion~ duly seconded and unanimously carried~ Council adopted the following ordinance amending Section 8-3.3 of the City's Employee Manual~ revising regulations governing the employing of relatives of City employees: BE IT ORDAINED by the Council of the City of Martinsville, Virginia~ in regular session held on December 12~ 1978, that Section 8-3.3 of the Manual for the Employees of the City of Martinsville~ Virginia~ be amended to read as follows: 8-3.3 - Relatives - An applicant for a position~ either permanent or temporary, in the City's Finance Department may not be considered for employment in or transfer into said Department if the applicant is related to any employee then on the payroll and under the jurisdiction of the City Manager. In this context~ "related" shall mean or include: parent~ step-parent~ child~ step-child, husband~ wife~ brother~ half- brother~ sister~ half-sister, sister-in-law, brother-in-law, son-in-law~ daughter-in-law~ mother-in-law~ father-in-law~ aunt~ uncle~ niece, and nephew. In Departments other than Finance~ under the jurisdiction of the City Manager~ such restrictions~ except for a relative (as hereinabove defined) of the City Manager and/or the Assistant City Manager, shall not apply to applicants for, or work assignments to, Departments or separate divisions of the Public Works Department~ other than those wherein a relative (as hereinabove defined) is already employed or assigned. BE IT FURTHER ORDAINED by said Council that an emergency exists and (that) this amendment shall be effective on and after December 15, 1978. Council also unanimously adopted the following ordinance which revises heretofore adopted regulations establishing a mandatory retirement age for City employees~ to be in compliance with Federal regulations thereon:
