<br />(4 ) <br /> <br />I think there is a reason for our deficiency. <br /> <br />As I see <br /> <br />it, we have placed mental health. mental retardation, 6rug <br /> <br />abuse, court services, public libraries - - these types of <br /> <br />serV1C83 - - in the same category as motherhood and apple pie. <br /> <br />We are a compassionate community with keen feelings for <br /> <br />our mentally retarded, our youth, and OU1 Lnderpriviledged. <br /> <br />We are taught in our Judeo-Christian society <br /> <br />the doctrines <br /> <br />of charity and helping <br /> <br />which ...io -= others - <br />- <br /> <br />others. <br /> <br />And, these are agencies <br /> <br />- their goals are education and <br /> <br />rehabilitation <br /> <br />goals which are as American as apple pie <br /> <br />and motherhood - - goals that most citizens subscribe to. <br /> <br />But, the fact is - - these services cost money, public <br /> <br />money. <br /> <br />And someone has to be responsible for making sure <br /> <br />that the citizen's mo~ey is spent wisely and efficiently. <br /> <br />And, for this re~son alone, I think it is wrong for any <br /> <br />elected official, including me, any member of the Board of <br /> <br />Directors of the united Fund, Chapter 10, or the individual <br /> <br />agencies involved, to let the seemingly fine goals and pur- <br /> <br />poses of any agency that involves the expenditure of public <br /> <br />money stand in the way of cold and objective study of the <br /> <br />efficiency of the agency. <br /> <br />J ~i, The first question we must ask is; "Does the <br /> <br />-QJ ill <br /> <br />community need the amount of <br /> <br />services that <br /> <br />we <br /> <br />are being <br /> <br />i!&uJIo, cco <br />we need $19A,088 <br /> <br />provided with? <br /> <br />Specifically, <br /> <br />for example, <br /> <br />do <br /> <br />of Anchor House services and $1.1 miliion of Chapter 10 <br /> <br />services? <br /> <br />Are we being provided with a Rolls Royce when all we <br /> <br />really need, or want to buy, is a Chevrolet or a Ford?" <br />
