( 3 )

Four years ago, the Patrick Henry Drug and Alcohol

Council ran a $27,000 program.

A year later, the budget was

$68,000, and today, it stands at more than $170,000 a year.

The MARC Workshop for the retarded, a $154,000-a-year

agency four years ago, new spends more than $235,000 annually.

The Franklin County Development Center in 1974, a $44,000

operation, now spends more than $190,000.

Four years age, Anchor House (which is not a Chapter

10 Agency) serving Martinsville, Henr.y County, and Patrick

County, spent $108,000.
h~/etOt>
was 0.100,.8'8.

This year, the total budget request

Four years ago the governments of Martinsville, Henry,

Patrick, and Franklin were contributing around $31,000 to the

Chapter :0 Agencies in local tax dollars.

This year, fiscal

'79, Chapter 10 Agencies requested about $150,000 in tax

dollars - - nearly 5 times the amount of four ye2rs ago, and

they were funded $130,000.

It's unbelievable to me that I didn't spend more time

studying these agencies in my four years on Council. But,
-I
.J-m
in all fairness, Q&~~'l 0~.WR2" not the only public official

who is to blame for not spending the proper time, not asking

the necessary questions and not doing the in-depth research

need""" Wne/l &-;"T ;" 6.,eI",ers
that is ..~u!lfu~.d ~ agencies^t.liat have ballo..-:>necl in size and

cost over such a very short period of time.

In my opinion, public officials J}]

_i' b.Frl! .' .~ - - those

of us who bear the responsibility for evaluating these agencies - -

have been deficient in not requiring the data and reports necessary

to properly evaluate and control the costs and benefits of these

services to the people.
