(8 )

What I am asking is no small undertaking.

It's not

being done now on a local, regional or state level. For

example, on a regional level, the West piedmont Planning

Commission which has developed regional plans for numerous

regional services, has no regional plans for public service

agencies.

AS you all know, in most cases, one can only get federal

!
f

or state funding for programs if they conform to regional

plans.

Currently, there are regional plans for land use,

water and sewer, housing, energy, criminal justice, transporta-

tion and other regional services.

There are no regional plans

for public services such as libraries, drug agencies, mental

health, poverty agencies and other big budget agencies which

pass through the commission for program review. ,
Wet:t- ""eJ~ pA.nmnCj
The result, as I see it, is that the~Commission has

served as a rubber-stamp for almost all public service

funding applications.

Obviously, if there are no regional

plans for public services, it follows that a funding application

cannot be in conflict with regional plans, programs and

objectives, the key to the funding process.

T h:H'9 1il.:..~u L01n 1:.~il~:'t: 't.LCl.d!Li~nall, T ~~rtnn!!:.;::li~l.alf.& hi'v-.

'8e,.:.~t.a ;10 .I'P"i:oh4fJ pJlV1S: ~r ,PoibJ,'c.. serll;~@S M.vE bt!2@n
~Q1T Th~T 'A8~~ a~QAgi8e 1.~~L~48".~.~9~~'r~'~~ne~~.
,

~,t;:'fJred h:i. ,te;:;J<&j t :r;:j lr ~ 12' 11.& that the Commi ss ion, through its

own choosing, has denied itself the tools to evaluate and control

costs which, each year, amount to millions of dollars.

Several weeks ago, I asked the Commission to study the

feasibility of developing a regional plan for Chapter 10

Agencies - - a plan containing evaluation criteria covering costs

and output coupled with regional goals and objectives for the
