TheA Board Members want to know, among <br /> <br />other things, whether the staff is qualified, the case loads <br /> <br />are light or heavy, supervision is adequate, operating <br /> <br />expenses are budgeted at the best levels, and if economies <br /> <br />can result from mergers or reorganization of the various <br /> <br />agencies. <br /> <br />I feel these moves will certainly benefit the community. <br /> <br />But, we've got to do more. <br /> <br />True accountability will only <br /> <br />corne about if all Chapter 10 Agencies, libraries, Anchor Houses <br /> <br />and other agencies that receive public funds, develop uniform <br /> <br />accounting and reporting procedures. <br /> <br />Prom my vantage point as a Councilman, I think it would <br /> <br />be helpful if the uniform accounting and reporting procedures <br /> <br />included unit cost and performance standards. <br /> <br />These figures <br /> <br />should be compiled and made available to local agency boards <br /> <br />and local governments throughout the state so that comparisons <br /> <br />of costs, productivity, and effectiveness can be made with <br /> <br />other agencies statewide. <br /> <br />Only in this way, as I see it, can we truly measure <br /> <br />whether or not what we are getting is worth the price that we <br /> <br />are paying. <br />
