Council referred to the Planning Commission~ for its review as to "land use and restrictions"~ a request for domestic water service and fire protection to serve a new building which Frith Construction Company, applicant~ proposes to construct within the City's Industrial Park area. Council also referred to the Planning Commission, for its review (in light of applicant's proposal to construct a four-unit apartment building in the Woodland Heights Subdivision~ an area presently consisting of single-family residences) an application for water service, as filed by Mr. Jimmie R. Ford. Council acknowledged receipt of the sum of $6~062.l0~ from the State Health Department, as the City's share of un-used funds for the operation of the regional health department during 1977-78. Council unanimously authorized City Attorney Worthy to file a response~ on behalf of the City, in the case recently instituted by Virginia National BankShares to recover a certain amount of bank stock tax assessed against the Virginia National Bank, Martinsville, Pursuant to legislation enacted by the 1978 Session of the Virginia General Assembly, Council authorized the preparation, for Council's consideration and/or action, of an ordinance amending the City's Bank Stock Tax Ordinance~ whereby eighty per cent (80%) of the tax imposed and collected by the City thereunder can be retained by the City~ rather than the forty per cent (40%) heretofore permitted.
