<br />. r- <br />_l \. <br /> <br />TUESDAY <br /> <br />NOVEMBER 14, 1978 <br /> <br />time~ either in the study evaluation or in the decision-making process or in any referendum <br /> <br />of the voters thereon. <br /> <br />Upon motion~ duly seconded and unanimously carried, and in keeping with Councilman Oakes' <br /> <br />October 24th recommendation~ Council adopted the following resolution expressing its willingness <br /> <br />and desire to confer periodically with the Henry County Board of Supervisors on matters of <br /> <br />mutual interest: <br /> <br />..- <br /> <br />WHEREAS, the problems confronting local governments as well as the <br />maintaining and/or improving of the level of services by local <br />governments are increasingly more complex and demanding; and~ <br /> <br />WHEREAS~ it is believed that the solutions to such problems as well <br />as the maintaining and/or improving of the level of services~ in <br />many instances, can best be determined jointly and cooperatively by <br />such local governments, through a sharing of mutual concerns~ ideas~ <br />knowledge~ and planning~ to the greatest benefit to all citizens; <br />now therefore~ <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville~ Virginia~ <br />that it does hereby express a ready desire and willingness to meet <br />and confer periodically~ at such times and places mutually determined~ <br />with the Board of Supervisors of Henry County to the end that~ through <br />a sharing of concerns~ ideas, knowledge, and planning~ the needs of <br />the citizens of the two political subdivisions can best be ascertained <br />and satisfied and the on-going development of said two political <br />subdivisions can progress in the most orderly manner to the inurement <br />of all concerned. <br /> <br />-- <br /> <br />In acceptance of a recommendation submitted under date of October 31, 1978~ by Pastor <br /> <br />(Imam) Qiblah Khan, of the local Muslim congregation~ and with a prior and similar <br /> <br />recommendation from Pastor Khan, Council unanimously directed that two of the City's parks~ <br /> <br />viz.~ City Park and Community Park~ be officially named the "J. Frank Wilson Memorial Park" <br /> <br />and the "Dr, Dana O. Baldwin Memorial Park"~ respectively~ in memory and honor of these two <br /> <br />distinguished citizens. And~ in so doing~ Council acknowledged with appreciation Pastor <br /> <br />- <br /> <br />Khan's efforts and interest in this matter as well as the recent cleaning up of the former <br /> <br />Community Park~ sponsored and undertaken by the Muslim congregation. Council also directed <br /> <br />that a letter (dated October 29, 1978) from Mrs. Franz D. Wilson, widow of the late J. Frank <br /> <br />Wilson, be included in these minutes~ as follows: <br />
