<br />, ! <br /> <br />_l <br /> <br />TUESDAY <br /> <br />NOVEMBER l4~ 1978 <br /> <br />/'" <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville~ Virginia~ with <br /> <br />Mayor William D. Hobson presiding~ was held Tuesday, November 14, 1978, in the Council Chamber~ <br /> <br />City Hall~ beginning at 7:30 P.M.~ all members being present, viz.~ William D. Hobson~ Mayor; <br /> <br />William C. Cole~ Jr,~ Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />October 24, 1978. <br /> <br />-- <br /> <br />Pursuant to duly-advertised public notice~ Council conducted a public hearing on an application <br /> <br />for a Special-Use Permit, as filed August 8, 1978, by Mr. James E. Covington~ Jr.~ on behalf <br /> <br />of Patrick Henry Mall~ seeking permission to install and operate a "photo booth" within the <br /> <br />Patrick Henry Mall complex at a site west of the J. C. Penney Company store and in line with <br /> <br />the front line of said store, There being no objections registered thereto by anyone~ and in <br /> <br />acceptance of the Planning Commission's recommendations (dated October 20~ 1978) thereon, <br /> <br />Council unanimously approved said application and granted said Special-Use Permit. <br /> <br />In response to an invitation recently extended by Council and in connection with its on-going <br /> <br />study of a proposed hydro-electric project (identified as the "Ridgeway Project") on Smith <br /> <br />River~ downstream several miles from Martinsville~ Mr. John W. Vaughan~ Executive Vice <br /> <br />President of Appalachian Power Company (Roanoke~ Virginia)~ accompanied by Mr. Robert Webster <br /> <br />of the Roanoke office and Mr. Joseph W. Higgins~ Manager of APCo's Fieldale District office~ <br /> <br />appeared before Council and presented an analysis of electric energy "supply-and-demand" <br /> <br />problems confronting the electric industry in general and Appalachian Power Company in particular. <br /> <br />Cited by Mr. Vaughan as two of APCo's major problems were (1) government-imposed environmental <br /> <br />- <br /> <br />restraints and/or requirements~ which are imposing millions of dollars of added costs to present <br /> <br />and future generating facilities~ and (2) APCo's inability~ because of out-dated principles <br />
