<br />.J "'C <br />_I ,i 0 <br /> <br />TUESDAY <br /> <br />OCTOBER 10, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, October 10, 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 12:30 P.M. (rescheduled from the usual 7:30 P.M. <br /> <br />meeting hour by agreement of Council), all members being present, viz., William D. Hobson, <br /> <br />Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held September 26, 1978. <br /> <br />Council considered on second reading a proposed and revised (CATV) franchise ordinance, as <br /> <br />presented to Council at its September 26th meeting by Attorney Douglas K. Frith on behalf <br /> <br />of Martinsville Cablevision and/or Multi-Channel T. V. Cable Company of Mansfield (Ohio), <br /> <br />holder of the current franchise, which proposed and revised franchise was duly published <br /> <br />pursuant to Section 15.1-314 of the CODE OF VIRGINIA (1950, and as amended). During its <br /> <br />consideration, Council was apprised of the omission'(which Mr. Frith indicated was <br /> <br />inadvertent and would be reinstated) of two sections pertaining to the rate of franchise <br /> <br />tax and the annual financial reporting requirement. After some discussion (and upon motion <br /> <br />by Vice Mayor Cole, seconded by Councilman Greene), Council unanimously continued this matter <br /> <br />to its next regular meeting, with the request that an "updated" franchise ordinance be <br /> <br />presented for Council's consideration at that time. A substitute motion by Councilman West, <br /> <br />not voted on because of the lack of a second, proposed that Council, though it might not be <br /> <br />ready to vote on the proposed franchise ordinance, approve the subscriber rate increases <br /> <br />(from $6.50 to $7.50 per month for single primary service and from $1.00 to $1.25 per month <br /> <br />for each additional extension or active outlet) as requested by Martinsville Cablevision. <br />
