'{ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 26, 1978 <br /> <br />.- <br /> <br />In case of a bond issue for a hydro-electric project, <br />the probable life of the improvement or undertaking <br />requiring said bond issue, and of any real estate <br />acquired therefor, may be deemed to be as long as <br />fifty (50) years. <br /> <br />.- <br /> <br />Now, therefore, be it resolved by the Council of the City of <br />Martinsville, Virginia, in regular session held this 26th day <br />of September, 1978, that a special election be held in said <br />City on December 19, 1978, said election to be conducted <br />according to the provisions of Section 24.1-165 of the CODE <br />OF VIRGINIA (1950, and as amended), to determine if the <br />qualified voters of said City desire that said Council <br />request the General Assembly of Virginia to amend Section 3 <br />of Chapter 11 of the Charter of said City by adding thereto <br />the following sentence: <br /> <br />In case of a bond issue for a hydro-electric project, <br />the probable life of the improvement or undertaking <br />requiring said bond issue, and of any real estate <br />acquired therefor, may be deemed to be as long as <br />fifty (50) years. <br /> <br />Be it further resolved by said Council that its Clerk shall <br />forthwith forward certified copies of this resolution to the <br />State Board of Elections and to the Electoral Board of the <br />City of Martinsville, Virginia. <br /> <br />Council acknowledged with appreciation and commended Mr. Danny Barkin, of the Martinsville <br /> <br />Bulletin's reportorial staff, for his excellent research on the history of the City's <br /> <br />electric system and his report thereon which was published in the September 23rd edition <br /> <br />of the Martinsville Bulletin. <br /> <br />- <br /> <br />Through Mr. Dennis A. Hartig, Executive Editor of the Martinsville Bulletin, Council was <br /> <br />apprised of the considerable interest now evident on the part of numerous citizens in <br /> <br />restoring the Norfolk & Western Railway Company's Martinsville station (formerly an active <br /> <br />passenger and freight station but relegated, in recent years, to limited usage) which was <br /> <br />destroyed by fire (of unknown origin) on September 9, 1978, it being pointed out that this <br /> <br />station has become a sentimental landmark in the City because of its importance in the early <br />
