<br />-~ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 26, 1978 <br /> <br />/....-.. <br /> <br />connection with this construction project, Council accepted the low bid of $20,800.00 <br /> <br />submitted by Laramore Construction Company, Danville, Virginia, and unanimously <br /> <br />appropriated the sum of $12,800.00 (from the proceeds of the recent sale of City-owned <br /> <br />property on Water Street to Pannill Knitting Company) to complement $8,000.00 the <br /> <br />Regional Library has reserved from its funds toward the cost of this project. <br /> <br />-- <br /> <br />On behalf of Multi-Channel TV Cable Company of Mansfield (Ohio), trading as Martinsville <br /> <br />Cablevision, Mr. Douglas K. Frith, Attorney at Law, appeared before Council, along with <br /> <br />Mr. Charles L. Robbins, Manager of Martinsville Cablevision, and presented a proposed <br /> <br />ordinance which, if adopted by Council, would re-state and re-publish in one document <br /> <br />the CATV franchise ordinance originally enacted by Council on March 22, 1966, including <br /> <br />the amendments thereto adopted December 11, 1973 and February 24, 1976, and including <br /> <br />two rate reference changes (from $6.50 per month to $7.50 per month for individual cable <br /> <br />TV service and from $1.00 per month to $1.50 per month--changed at the request of Council <br /> <br />to $1.25 per month--for each additional active outlet). The proposed amended franchise <br /> <br />ordinance also included a proposal (see Section 3) that said franchise granted shall <br /> <br />continue in force and effect for a term of fifty-nine (59) months. Meanwhile, Mr. Robbins <br /> <br />informed Council that his firm proposes to add Channel 17 to the service now being <br /> <br />provided its some 7,000 local subscribers, which would offer "round-the-clock" movies and <br /> <br />sports features, with no additional cost to the subscribers. In addition, and not a part <br /> <br />of the requested franchise ordinance amendments, subscribers would be offered "home box <br /> <br />office movies" at an additional cost of approximately $7.95 per month. Upon motion, duly <br /> <br />seconded and unanimously carried, Council placed the proposed re-stated franchise <br /> <br />ordinance, with the foregoing changes, on first reading, with further consideration and/or <br /> <br />action thereon scheduled for Council's forthcoming October 10th meeting, with due notice <br /> <br />thereof to be given through the advance publication of said re-stated ordinance pursuant <br /> <br />to Section 15.1-314 of the CODE OF VIRGINIA (1950, and as amended), cost of which publication <br />to be borne by Martinsville Cablevision. <br />
