<br />30 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 26, 1978 <br /> <br />His contributions to the area were not limited to economic leader- <br />ship, however, Wilson provided political leadership as well, <br />having the unique distinction of serving as the chairman <br />of the Henry County Board of Supervisors (1934-35) and <br />mayor of Martinsville (1960-1966). <br /> <br />Despite the remarkable achievements of his 60-year career, <br />J. Frank Wilson probably will most be remembered for his <br />warm personality and his compassionate nature. He was a <br />humble and gentle man who was never impressed with his high <br />station in life. <br /> <br />He rubbed shoulders with the captains of industry and the <br />influential leaders of the community, but was just as <br />comfortable among the men and women who toiled in the <br />factories, as they were with him. <br /> <br />"Mayor" Wilson, as he was affectionately called, made a <br />lasting impression on the lives of the people he knew and <br />the community he so faithfully served. <br /> <br />On behalf of the Martinsville Transportation Safety Commission, Council--through Mayor <br /> <br />Hobson--presented safety awards to seventeen of the City's twenty-one school bus drivers <br /> <br />in recognition of their safe-driving records ranging from one to seven years. In <br /> <br />acknowledgment and response, Mr. Raymond W. Loman, Superintendent of the City's School <br /> <br />Bus Division, expressed appreciation of the cooperation and assistance of the City Council, <br /> <br />the City School Board and its administrative staff, and the many other groups and agencies <br /> <br />involved throughout the City. <br /> <br />At the request of the Blue Ridge Regional Library Board, Council authorized the proceeding <br /> <br />immediately with the construction of a paved parking lot and an adjunct thereto, pursuant <br /> <br />to plans prepared by the City's Engineering Division under date of May 1, 1978, as a <br /> <br />development of the property (at 312 East Church Street) purchased June 1, 1975 (see <br /> <br />Council minutes of May 27, 1975) from the Heirs of James P. Smith, Et Als, now owned in <br /> <br />fee simple by the City as a result of final installment payment made June 1, 1978. In <br />
