This could also be displayed on the property itself using <br />much larger signs than the City currently uses. Shaming, particularly for local property <br />owners, can frequently result in the situation being remedied. <br /> <br />Criminal Prosecution <br />I have discussed the possibility of a "blight court" with General District Judge Gendron. <br />This would consist of a set court date being assigned to these prosecutions, largely for the <br />convenience of court personnel. Judge Gendron is amenable both to hearing these cases <br />and streamlining their prosecution to the extent it does not conflict with cases already <br />scheduled. <br /> <br />Commonwealth Attorney Ziglar is amenable to prosecuting these cases, provided that <br />City staff gives her a fully prepared and documents case file to prosecute. She does not <br />have the staff resources to research each violation and assemble the file. As long as the <br />City provides the complete documented information, she will prosecute it and reserves <br />the right to require additional information or to refuse to prosecute a case she believes to <br />be insufficiently supported. <br /> <br />Remedies available to private citizens <br />Vehicles abandoned on private land, may be forfeited to the landowner after prior notice <br />IS gIven. <br /> <br />Sections 48-1 through 48-6 of the Code of Virginia establish a procedure by which five <br />or more citizens can petition the local circuit court to impanel a special grand jury to <br />investigate whether or not an activity constitutes a nuisance. If the grand jury finds that <br />the activity complained of is a nuisance, the person creating or permitting the nuisance to <br />continue is subject to a fine of up to $ I 0,000 and can be ordered to remove the nuisance <br />and pay the removal costs. <br />
