<br />M <br /> <br />Martinsville <br /> <br />A CITY WITHOUT LIMITS <br /> <br />October 20, 2006 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of October 19, 2006, conducted a duly <br />advertised public hearing on a request by Earl Lawrence on behalf of the H. M. Talburt <br />Trust, to rezone 707, 709, 711 Fayette Street and 100 Sellers Street, known on the Tax <br />Map of the City of Martinsville, as 31(2)HIl7R, 17S, 3R, 18, from R-6 Residential to C-3 <br />Commercial. ' <br /> <br />At the Public Hearing it was noted this comer property is situated at the intersection of two <br />high traffic streets (Memorial Boulevard and Fayette Street). It is surrounded by <br />commercially designated properties on the north, east and west, with residential to the <br />southwest on Sellers Street and the south side of Fayette Street. The parcels contain a total <br />of approximately 56,509 square feet. The owner is asking for a C-3 Commercial zoning <br />classification which will coincide with the existing zoning and allow him to market the <br />property for its highest and best use. This property is already designated for Commercial <br />usage on the Proposed Land Use Map. A number of residents from the surrounding <br />neighborhood spoke at the public hearing. There was some opposition to any rezoning, as <br />well as those not opposed to the rezoning as long as any potential use would not negatively <br />impact the community and City. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public <br />purpose for which these Resolutions are initiated is to promote the public health, safety or <br />general welfare of its citizens and to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted (3-2) to <br />recommend to City Council the rezoning request be granted. <br /> <br />55 West Church Street P,O, Box 1112 Martinsville, VA 24114-1112 540-656-5000 <br />www.ci.martinsville.va.us <br />
