<br />J2 <br /> <br />TUESDAY <br /> <br />JULY 25, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, Virginia, <br /> <br />- <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, July 25, 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; <br /> <br />L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held July 11, 1978 and of its special meeting held July 17, 1978. <br /> <br />Pursuant to Council's directive issued from its July 11th meeting, there was presented <br /> <br />to the Council a proposed resolution expressing Council's opposition to a proposal <br /> <br />from a Special State Study Commission that, during even-numbered years, local <br /> <br />councilmanic elections (now held during the month of May) be consolidated with the <br /> <br />November general elections. Upon motion, duly seconded and unanimously carried, Council <br /> <br />adopted said proposed resolution, as follows, directing that a copy be forwarded to said <br /> <br />Special Study Commission: <br /> <br />WHEREAS, pursuant to House Joint Resolution No.8, passed by the 1978 <br />Session of the Virginia General Assembly, there was created a Commission <br />to study the feasibility and desirability of consolidating general <br />elections within the Commonwealth of Virginia, to the end that local <br />councilmanic elections would be held concurrent with Fall elections in <br />even-numbered years, instead of in the month of May; and <br /> <br />WHEREAS, the Council of the City of Martinsvil1e, Virginia, has carefully <br />considered the points set forth in said HJR No.8 as well as the points <br />for and against, as set forth by the Martinsville City Electoral Board, <br />along with views thereon of others; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, that <br />it is of the unanimous opinion that the currently-held May councilmanic <br />elections should not be consolidated with general (Fall) elections in <br />even-numbered years. <br />
