<br />:!8 <br /> <br />TUESDAY <br /> <br />JUNE 20, 1978 <br /> <br />Pursuant to Section 15.1-162 of the CODE OF VIRGINIA (1950, and as amended), <br /> <br />and pursuant to duly-advertised public notice in accordance therewith, a public <br /> <br />hearing was conducted by Martinsville City Council, in special meeting, Tuesday, <br /> <br />June 20, 1978, in the Council Chamber, City Hall, beginning at 7:30 P.M., for <br /> <br />the purpose of receiving comments and suggestions from the citizens of Martins- <br /> <br />vi1le on the City Manager's proposed City Budget, with revisions thereto, for <br /> <br />the fiscal year ending June 30, 1979, with Mayor William D. Hobson presiding. <br /> <br />Members of Council present were: William D. Hobson, Mayor; William C. Cole, Jr., <br /> <br />Vice Mayor; and Councilman L. D. Oakes. Members absent were: Messrs. Barry A. <br /> <br />Greene and Francis T. West. <br /> <br />Members of Council were presented with a tabulation reflecting revisions (previously <br /> <br />directed by Council) to the City Manager's proposed budget, effecting a net <br /> <br />reduction thereto of $115,269.20, or from the proposed total budget of <br /> <br />$18,436,875.08 to a revised amount of $18,321,605.88. <br /> <br />Meanwhile, Council noted that no member of the general public was present for this <br /> <br />budget hearing and, thus, assumed that the citizens of Martinsvi11e are in accord <br /> <br />with the proposed budget, as revised. <br /> <br />Dr. Elizabeth S. Roycroft, Director of the Martinsvil1e-Henry County Health <br /> <br />Department, and Mr. Norman J. ("Pat") Paulsen, Administrator, in response to <br /> <br />inquiries from members of Council, described not only some of the services being <br /> <br />provided by the Health Department but also explained the formula by which each <br /> <br />participating jurisdiction's share of the cost of the Health Department's budget <br /> <br />is determined, being a combination of the ratio of jurisdictional patients <br /> <br />served and a tax-base component. The request being made of the City by the Health <br /> <br />Department for 1978-79, it was noted, is $51,205.00, or an increase of 16.95% over <br /> <br />the City's share (of $43,783.00) for 1977-78. <br />
