<br />1""6 <br />, ) <br /> <br />TUESDAY <br /> <br />JUNE 13, 1978 <br /> <br />thereafter, unless changed--the City's utility customers shall have twenty days (instead <br /> <br />of the current ten days), from date each monthly utility bill is rendered, in which to <br /> <br />pay their monthly utility bills before the customary "late penalty" of ten per cent is <br /> <br />imposed. <br /> <br />Council deferred, until its next regular meeting, consideration of a report on the condition <br /> <br />of the City's three-story apartment building (being a section of the former Kolodny Apartments <br /> <br />complex) which fronts on South Moss Street. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendations, the <br /> <br />following requests: <br /> <br />(a) a petition, submitted for and on behalf of Mrs. Margaret S. Hearn <br />(by Attorney Benjamin R. Gardner), seeking the rezoning to "P-2 <br />Professional" of Mrs. Hearn's property at 208 Starling Avenue; <br />(b) a petition, submitted for and on behalf of American Furniture <br />Company, Inc. (by Attorney Jackson L. Kiser), seeking the closing <br />and abandonment of that portion of Hairston Street west of Starling <br />Avenue, noting that petitioner owns all abutting property thereon; and <br />(c) a petition, submitted by Messrs. Fred D. Gill and Silver C. Williams, <br />seeking the closing and abandonment of that portion of "G" Street which <br />lies between Second and First Streets. <br /> <br />Pursuant to Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion <br /> <br />(duly seconded and by a recorded and unanimous vote), Council convened into an Executive <br /> <br />Session for the purpose of considering (1) the appointing and/or reappointing of members <br /> <br />of several of the City's boards and commissions, and (2) a real estate matter. Upon <br /> <br />reconvening into regular session, Council unanimously appointed Mr. Harry P. Varn to a <br /> <br />three-year term (effective July 1, 1978) on the City School Board, succeeding Dr. William D. <br /> <br />Lewis (who had requested that he not be reappointed). Council also unanimously reappointed <br /> <br />Mr. Moyer Merriman to membership on the City's Welfare (Advisory) Board for a four-year term <br /> <br />beginning July 1, 1978. <br />
