<br />TUESDAY <br /> <br />JUNE 13, 1978 <br /> <br />--- <br /> <br />extension (or new construction) to be done by the Virginia Department of <br />Highways & Transportation and being identified by the City of Martinsvil1e <br />as "Mulberry Road Extension", as shown on map to be filed with said Virginia <br />Department of Highways & Transportation; and <br /> <br />WHEREAS, the Council of the City of Martinsvi1le does hereby request that <br />this project be assigned a "Number One" priority following the completion <br />of the Spruce Street Extension Reconstruction Project; and, <br /> <br />WHEREAS, it is proposed that the cost of this project be financed with urban <br />funds pursuant to the shared-cost formula hereinafter set forth; now <br />therefore, <br /> <br />- <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this 13th day of June, 1978, that: <br /> <br />1. The Virginia Department of Highways & Transportation be, and <br />is hereby, requested to establish a project within the <br />corporate limits of the City of Martinsvi11e to construct and/or <br />reconstruct Brown Street and Brown Street Extension from <br />Ellsworth Street to West Church Street, at West Church Street's <br />intersection with Market Street (this construction and/or <br />reconstruction to be along Brown Street, from Ellsworth Street <br />to or near College Street, and thence along a new alignment <br />near Gravely and Barton Streets to West Church Street), including <br />the reconstruction of Bridge Street between Southerlin Street <br />and Chestnut Street and the widening of Ellsworth Street for a <br />distance of approximately 450 feet north of the Brown Street <br />intersection, as shown on Plates 57, 58, and 59 of the 1969 <br />Thoroughfare Plan prepared by the Virginia Department of <br />Highways & Transportation; <br /> <br />2. The City of Martinsvi11e hereby agrees to pay its share of the <br />cost of said project, including the cost of preliminary <br />engineering, right-of-way, construction, and reconstruction, under <br />the cost formula of 90% by the Virginia Department of Highways <br />& Transportation and 10% by the City of Martinsville; and <br /> <br />3. The City of Martinsvi1le agrees, if the said project is established, <br />as herein requested, and thereafter the City of Martinsville decides <br />not to proceed further with said project, to reimburse the Virginia <br />Department of Highways & Transportation for 100% of the cost incurred <br />for said project to the time the City decides not to proceed further. <br /> <br />At the suggestion of Councilman Oakes (and upon motion, duly seconded and unanimously <br /> <br />carried), Council directed that--with the forthcoming utility billing on June 16th, and <br />
