<br />TUESDAY <br /> <br />JUNE 13, 1978 <br /> <br />- <br /> <br />In an effort to further evaluate these projects, I requested our Engineering <br />Division to make as thorough a study as possible of these projects, in the <br />absence of detail plans and specification, and to prepare a cost estimate of <br />each project. Both projects were plotted on topographic maps, cross sections <br />were drawn and other pertinent information obtained from which detailed <br />estimates were prepared covering the cost of both projects. These estimates <br />include cost of right-of-way, construction, and engineering. For the sake of <br />identification we are paralleling Mr. Ripley's reference to these estimates <br />in terms of Project A and Project B. <br /> <br />These estimates are as follows: <br /> <br />Project A <br /> <br />Cost <br />$4,007,000 <br /> <br />Commonwealth Boulevard Extension <br /> <br />Project B <br /> <br />Mulberry Street Extension <br /> <br />$1,824,000 <br /> <br />I have reviewed in depth the 1958 Thoroughfare Plan which was prepared for <br />Martinsville by City and Town Planning Associates of Chapel Hill, North <br />Carolina. This plan was developed under the general guidance of the City <br />Planning Commission and City Administration. The current 1969 Martinsville <br />Thoroughfare Plan, which is in the process of being reviewed and updated, <br />generally parallels the 1958 plan particularly in concept. Some streets <br />were shifted in location; their purpose, however, remains the same. <br /> <br />There are basically two types of street systems. <br />"Checkerboard" pattern and the other is based on <br />pattern. The latter is the general concept used <br />Thoroughfare Plan for Martinsvi11e. <br /> <br />One is based on a <br />a "Radial-Circumferential" <br />in developing the <br /> <br />The Radial-Circumferential street pattern is made up of a series of major <br />streets radiating from the center of the City and supplemented by a series <br />of circumferential streets which encircle the City. This system consist of <br />minor, collector, radial, cross-town, business, loop streets, by passes and <br />parking. The Mulberry Street project and the Commonwealth Boulevard Project <br />are identified as vital cross-town routes. The Commonwealth Boulevard project <br />has sufficient continuity to enable it to function reasonably efficiently. <br />The proposed Mulberry Street Extension Project would complete a vital link in <br />establishing and making functional an east-west cross-town route which would <br />actually begin at the east corporate limits on Spruce Street and extend to <br />Mulberry Road, along Mulberry Road to Ellsworth, continue westward with the <br />proposed project to west Church Street, and continue westward along Church <br />Street and Memorial Boulevard to the Northwest Corporate limits. This project <br />would further create a north-south cross-route, using Route 108, Market Street, <br />Mulberry Street Extension as proposed, Bridge Street and Memorial Boulevard. <br />A study of the Thoroughfare Plan and its concept will more clearly indicate <br />the significance of this project. <br /> <br />After further evaluation of the overall benefits of each of the proposed <br />projects to the Community, and in consideration of the relative cost of each <br />
